The president of the Legislative Assembly of Rio de Janeiro, Douglas Ruas, met with Minister Cristiano Zanin of the Supreme Federal Court (STF) in Brasília on Thursday to discuss the succession for the state government. The meeting is part of Ruas' efforts to assume the governorship amid a legal dispute over the election model. The Legislative Assembly of Rio de Janeiro (ALERJ) has asked the STF to rule on Ruas' immediate posse (taking office). The assembly argues that the current interim governor, Ricardo Couto, president of the Court of Justice of Rio de Janeiro (TJ-RJ), only took office due to a vacancy in the ALERJ presidency, which is no longer the case. Sources close to the STF suggest that keeping the TJ-RJ president as interim governor was a plenary decision, and any reversal would require a collective ruling. Couto assumed the governorship following the resignation of Cláudio Castro, who stepped down to run for the Senate. Castro's vice-governor, Thiago Pampolha, had already resigned to join the State Court of Accounts (TCE-RJ). The presidency of the ALERJ, the second in the line of succession, was vacant due to the suspension of state deputy Rodrigo Bacellar, who is under investigation for obstructing justice. During the meeting with Zanin, Ruas was accompanied by the president of the state PL (Partido Liberal), federal deputy Altineu Côrtes. Côrtes stated that he requested "celerity" from the Supreme Court in defining whether the election for the vacant mandate will be direct or indirect. "It was an institutional meeting, and we talked about the process of the election in Rio de Janeiro, asking for celerity in the court's decision on how the election will be, direct or indirect," Côrtes told O GLOBO after the meeting. He added that Zanin indicated that a decision would only be made after Minister Flávio Dino's actions. Zanin, who is handling the case concerning the TSE's decision to call for indirect elections in Rio de Janeiro after Castro's resignation, issued an injunction in late March suspending the election. The controversy stems from the method of state leadership replacement. The PSD (Social Democratic Party) questioned whether Castro's resignation during a TSE trial would lead to an indirect election by the ALERJ or if his disqualification by the Electoral Justice would necessitate direct elections. The STF began examining the case, but the judgment was suspended pending further review. A key point is the reason for the dual vacancy – whether it resulted from the TSE's ruling or Castro's resignation, which directly impacts the election format. Minister Flávio Dino emphasized the need to await the publication of the TSE's ruling to clarify the exact cause of the vacancy and its implications. The TSE's ruling on Castro's ineligibility has been concluded but not yet published, as the court awaits internal procedures. Publication is expected soon, with potential adjustments to the text.
